LET US MEET AT JANTAR MANTAR ON 23/07/07 AT 1.00 PM TO protest FOR THE VICTIMS OF NITHARI&ALL INDIA MISSING CHILD.....
The year 2006 ended with the shocking revelations of “NITHARI’S GRUESOME KILLINGS” – appropriately being labeled as ‘India’s shame’ - the blot that may never be easy to erase from our history.
The Nithari murders have shocked the world and generated unparalleled anger among the citizenry. What is making us ashamed and angry is that for two years the media kept on bringing out stories of missing children of the deprived and marginalized people and we failed to raise our voice - and if we did it was not ‘loud enough’ to save the lives of many innocent poor children. In any case, we should have never left it to our netas, babus and police, who slept over it.
We must no longer watch from the sidelines silently. Along with the media the citizens of this country have a moral responsibility to launch a sustained campaign for accountability.
Let us all meet at Jantar Mantar on Sunday, Jan 14 at 5 p.m. to launch a sustained ‘campaign for accountability of the authorities’ and express our solidarity with the bereaved families of Nithari. We want to seek information and explanation for the callousness of the authorities who are there to protect the citizens, especially innocent children and who failed in their duty for two long years.
The time has come to fight for upholding our constitutional rights in letter and spirit.

5 Nithari FIRs changed

The reports of five missing children of Nithari have been converted into kidnap reports in Sector 20 police here. The action follows special orders from the director general state police.
The parents had stated that their children had been abducted from around Nithari's Khooni Kothi, D-5, Sector-31, here. A year ago the reports of 17 kidnappings, including 14 children, had been registered.
Paresh Pandey, SP ,city, said Laxmi, wife of Ram Swaroop ,a resident of Nithari ,had filed a report in Sector-20 police station that her 10-year-old son Suraj was missing since last year She fears that her son was abducted near the water tank in Sector-31. Now, the police has converted the report on Suraj's missing into a kidnapping report, the SP said.
Similarly, Sonu, daughter of late C .H Jolly, another resident of Nithari, has filed a report that her 10- year- old sister was abducted from Nithari on May15 ,2005. Nasreen, wife of Yakub ,has also filed a complaint that her 11-year-old son Rahil was kidnapped from Nithari village on April 24,2006. Besides Suresh Babu from house No. 420 ,Sector-29 has also lodged a report with the Sector-20 police that his 10-year-old son Umesh was abducted from Nithari village.
None of these persons have since heard about their children. Murti Devi ,wife of Prem Saini of Chhalera village has also lodged a report that her 14-year-old daughter Neelam was kidnapped from Nithari village in February ,2005 near the water tank.
Missing persons' cases to be converted

The Noida police have started converting all missing persons' cases registered during last three years as abduction cases on specific orders of UP Chief Minister Mayawati.
After converting the cases of five missing Nithari children into kidnapping cases, the cops in other police stations have also started registering or converting all missing persons' cases under section applicable to kidnapping cases.
In recent days, Mayawati had issued orders that all cases of missing persons filed during the last three years in the state be registered afresh as cases of kidnapped persons.
All the complaints suspect Surinder Koli and his master Moninder Singh Pandher of D-5, Sector-31, here,behind the kidnaps.

नोएडा, जागरण टीम : निठारी कंकाल कांड अब मानव अंग तस्करी की तरफ घूमता नजर आ रहा है। सीएफएसएल की टीम ने शनिवार को नोएडा मेडिकल सेंटर (एनएमसी) के मालिक डॉ. नवीन चौधरी के घर से भी नमूने एकत्र किए। खूनी कोठी डी-5 के बगल वाले इस घर का नंबर डी-6 है। उल्लेखनीय है कि यह वही डॉ. चौधरी हैं, जिनका नाम किडनी तस्करी रैकेट में भी उछला था। बरामद कंकालों का लापता बच्चों के फोटो से मिलान करने के लिए पुलिस ने फोटोग्राफिक सुपरइंपोजीशन टेस्ट कराने का फैसला लिया है। डीएनए टेस्ट के लिए जिला अस्पताल में 14 पीडि़त परिजनों के ब्लड सैंपल भरे गए। उधर, मोहिंदर सिंह के बेटे करन ने चंडीगढ़ में मीडिया के समक्ष दावा किया है कि इस प्रकरण में एनएमसी के संचालक सेक्टर-31 स्थित डी-6 कोठी के मालिक डॉ. नवीन चौधरी का भी हाथ हो सकता है। कंकालों के मेडिकल परीक्षण में चौकाने वाले तथ्य फिर सामने आए हैं एवं हाथ, पैर के पंजे व घुटने भी गायब मिले हैं। कांग्रेस अध्यक्ष सोनिया गांधी व सीपीआई (एम) नेता वृंदा करात भी निठारी पहुंचीं। सोनिया गांधी ने जहां उत्तर प्रदेश में कानून एवं व्यवस्था की स्थिति पर सवाल उठाया, वहीं करात ने विस्थापितों व गरीबों के लिए एक राष्ट्रीय नीति बनाने पर जोर दिया।
कंकाल कांड की जांच के लिए आगरा से आई सीएफएसएल की टीम तीसरे दिन भी खूनी कोठी के इर्द-गिर्द जायजा लेती रही। टीम ने नमूने भी एकत्र किए। टीम के सदस्यों ने डी-5 के साथ एनएमसी के मालिक नवीन चौधरी की कोठी संख्या डी-6 की भी सघन तलाशी ली। टीम ने इस दौरान डा. चौधरी के आवास से कुछ सैंपल भी लिए गए जिनका मिलान खूनी कोठी से मिले सैंपल के साथ किया जाएगा।
मुख्य आरोपी के घर के समीप मिले कंकालों की जांच के लिए पुलिस ने जिला चिकित्सालय के सीएमएस को उनका फोटोग्राफिक
सुपरइंपोजिशन टेस्ट कराने के लिए लिखा है। इस टेस्ट में कंप्यूटर की मदद से बरामद कंकाल व फोटो का मिलान संभव होता है। लापता बच्चों के परिजनों का डीएनए टेस्ट कराने के उद्देश्य से जिला अस्पताल में चौदह लोगों के ब्लड सेंपल भी डाक्टरों ने लिए हैं। पुलिस अधिकारी सीबीआई टीम के पहुंचने से पहले ही होमवर्क पूरा कर लेना चाहते हैं। स्वयं निगरानी में मातहतों से केस फाइल पूरी कराने के साथ अधिकारी विशेषज्ञों की मदद भी ले रहें हैं जिससे कोई चूक न रह जाए। कई के चेहरे पर तो अभी भी तनाव साफ देखा जा सकता है। मुख्य आरोपी मोहिंदर की नौकरानी माया से पूछताछ व मामले के महत्वपूर्ण गवाह नंदलाल (मृत पायल का पिता)को पट्टी पढ़ाने का काम भी शुरू है। उधर, निठारी में शनिवार को पहंुची कांग्रेस अध्यक्ष सोनिया ने उत्तर प्रदेश की कानून व्यवस्था पर नाराजगी जाहिर की। सीपीआई (एम) नेता वृंदा करात ने भी निठारी पहुंचकर लोगों का हाल चाल पूछा। गरीब व विस्थापितों के लिए देश में विशेष नीति बनाने की मांग करते हुए उन्होंने निठारी के पी़िड़तों को उचित मुआवजे की मांग की। घटना के विरोध में धरना-प्रदर्शनों का दौर शनिवार को भी जारी रहा। इसके साथ ही बड़े पैमाने पर राजस्थान, बिहार, गुजरात व हरियाणा के शहरों से लापता बच्चों के परिजन निठारी पहुंच रहे हैं। ऐसे लोगों की मदद के लिए सेक्टर 20 थाने में एक गुमशुदा केंद्र बनाया गया है। पुलिस ने शांति व्यवस्था बिगाड़ने के चलते कुछ लोगों को पुलिस ने हिरासत में भी लिया।

नोएडा, संवाददाता : पिछले दिनों प्रदेश की मुख्यमंत्री मायावती के आदेशों के बाद नोएडा पुलिस ने गुमशुदगी के मामलों को अपहरण में दर्ज करना शुरू कर दिया है। निठारी से लापता हुए पांच बच्चों की गुमशुदगी को अपहरण में दर्ज करने के बाद अब पुलिस अन्य थानाक्षेत्रों में लोगों की गुमशुदगी के मामलों को भी अपहरण की धाराओं में दर्ज करने जा रही है।
विदित हो कि 29 दिसंबर 2006 को निठारी कांड के खुलासे के बाद तत्कालीन डीजीपी ने पिछले तीन साल में प्रदेश के सभी जिलों से लापता हुए बच्चों की गुमशुदगी की रिपोर्ट अपहरण में दर्ज करने के आदेश जारी किए थे। इसके बाद नोएडा पुलिस ने निठारी में खूनी कोठी पर आने वाले लापता बच्चों के परिजन की शिकायत पर गुमशुदगी के मामलों की छानबीन शुरू की थी। इसके बाद गत दिनों मुख्यमंत्री मायावती के पिछले तीन साल के दौरान हुए मामलों को दर्ज करने के आदेश दिए। इसी के तहत निठारी में लापता हुए पांच बच्चों की गुमशुदगी को शनिवार को अपहरण में दर्ज कर लिया गया है।
लापता हुए इन बच्चों के परिजनों को आशंका है कि निठारी की खूनी कोठी में इनकी भी हत्या कर दी गई है। इनका कहना है कि जब खूनी कोठी के शिकार हुए अन्य बच्चों की शिनाख्त की जा रही थी, तब उनकी गुहार पुलिस ने नहीं सुनी। इन पांच बच्चों में से चार खूनी कोठी के आसपास ही रहते थे। जबकि छलेरा की रहने वाली चौदह वर्षीय नीलम भी फरवरी 06 में निठारी में अपने रिश्तेदार के घर जाते समय लापता हो गई थी।
इन सभी बच्चों की गुमशुदगी थाना सेक्टर-20 में दर्ज की गई थी। लिहाजा अधिकारियों के निर्देश पर सबसे पहले ऐसे मामलों को अपहरण में दर्ज करने की शुरूआत निठारी से की गई है। एसपी सिटी परेश पांडेय ने बताया कि थाना सेक्टर-24 में भी परिजन इस तरह की शिकायतें पूर्व में कर चुके हैं कि उनके बच्चे निठारी में खूनी कोठी के शिकार हुए हैं। ऐसी शिकायतों की छानबीन कर अपहरण में दर्ज किया जाएगा। उन्होंने कहा कि सभी थानाध्यक्षों को निर्देश दिए गए हैं कि जो मामले गुमशुदगी के दर्ज नहीं हैं, उन्हें भी अपहरण में दर्ज किया जाए। ऐसे मामलों को पिछले तीन साल में की गई शिकायतों को दर्ज करने के मुख्यमंत्री मायावती के आदेश के तहत दर्ज किया जाएगा।

नोएडा। निठारी से देश दुनिया के लोग भले ही भीतर तक हिल गये हों लेकिन एक व्यक्ति ने मानवता का गला घोंटकर उनके दर्द का हवाला देकर विदेशों से लाखों रूपये बटोर लिये। उसने जंतर मंतर के करीब से गुजर रहे संवेदनशील विदेशियों को भी नहीं बख्शा और उनकी जेब ढीली करा ली। इस व्यक्ति ने निठारी पीड़ितों के आंसुओं को भुनाने के लिए बाकायदा संस्था भी बना ली थी। अब इसकी शिकायत राष्ट्रपति समेत दिल्ली पुलिस से की गयी है। नोएडा पुलिस भी अब यह निकृृष्ट हरकत करने वाले शख्स को तलाश रही है।
गत वर्ष 29 दिसम्बर को मासूम बच्चों के साथ हुई हैवानियत का सच उजागर हुआ था। निठारी कांड का सच मीडिया के जरिये विदेशों तक फैला। इसका फायदा उठाने के लिए कुछ लोगों ने एक गहरी साजिश रची और उसे अमलीजामा पहनाने में कामयाब भी रहे। अब जब इस बाबत पीड़ित परिजनों ने राष्ट्रपति से शिकायत की है, तो वे लोग पीड़ित परिजनों को ही ब्लैकमेल कर रहे हैं।
गाजियाबाद के विजयनगर इलाके से पिछले वर्ष गायब हुए बच्चे के पिता मोम्मद मुस्तफा ने राष्ट्रपति को प्रेषित एक ज्ञापन में लिखा है कि निठारी कांड का खुलासा होने के बाद जब वह अपने बच्चों की खोजबीन करते हुए निठारी पहुंचा तो दिल्ली निवासी प्रहलाद अग्रवाल नामक व्यक्ति उसकी सहायता करने लगा था। मुस्तफा ने बताया कि जब नोएडा पुलिस खूनी कोठी में महज निठारी के स्थानीय लोगों के बच्चों के शिकार होने की बात कहकर उन्हें हटा रही थी तब वह व्यक्ति उसकी मदद कर रहा था।
प्रहलाद अग्रवाल ने दूरदराज के क्षेत्रों से अपने बच्चों की तलाश में निठारी पहुंच रहे लोगों को एकजुट किया और फाउंडेशन फॉर कॉमनमैन नामक एक संस्था का गठन किया। इसके बाद संस्था के बैनर तले वह आठ जनवरी से दिल्ली स्थित जंतर-मंतर पर एक पीड़ित परिजन के साथ धरने पर बैठा हुआ था। इसके अलावा उस व्यक्ति ने संस्था के लेटरपैड पर पत्र लिखकर पीड़ित परिजनों को आर्थिक पहुंचाने के लिए कई विदेशी संस्थाओं से मदद मांगी। उसने जंतर-मंतर के आसपास से गुजरने वाले विदेशियों से भी मदद मांगी।
निठारी से ही लापता हुए एक बच्चे के पिता सुरेश ने बताया कि निठारी के नाम पर विदेशी संस्थाओं और विदेशियों ने प्रहलाद अग्रवाल को हजारों डॉलर की आर्थिक सहायता दी, जिसे वह अपने कुछ सहयोगियों के साथ मिलकर हड़प कर गया और अब उन्हें ब्लैकमेल कर रहा है। सुरेश ने बताया कि इस बारे में वह दिल्ली पुलिस से शिकायत कर चुका है। नोएडा के एसपी सिटी विजय यादव ने इस बाबत दिल्ली से सूचना मिलने की पुष्टि की है।

खूनी कोठी के पास बेरिकेड से परेशानी

नोएडा। निठारी में खूनी कोठी के दोनों आ॓र पुलिस द्वारा लगाये गये बेरिकेड से यहां के लोगों को परेशानी हो रही है। अपने घर जाने के लिए उन्हें काफी घूमकर जाना पड़ता है।
29 दिसंबर 06 को नरकंकाल प्रकरण उजागर होने पर ग्रामीणों का आक्रोश भड़क उठा था। इस पर खूनी कोठी की सुरक्षा के लिए पुलिस ने उस समय रास्ते को चारों आ॓र से बेरिकेड कर बंद कर दिया। इस पर ग्रामीणों ने हंगामा किया। बाद में माहौल में थोड़ा सुधार होने पर बेरिकेड हटा लिया गया था। इसके बाद अचानक पीड़ितों का गुस्सा भड़कने पर वहां पर स्थाई तौर पर बेरिकेड लगाकर आम लोगों के लिए रास्ता बंद कर दिया गया। इससे जहां डी-5 के लोग कैद होकर रह गये हैं, वहीं आसपास के लोग परेशान हैं। उन्हें अपने घर जाने के लिए सेक्टर-31 का चक्कर लगाकर जाना पड़ता है।

खुल गया निठारी का रास्ता

नोएडा। पिछले छह माह से निठारी की खूनी कोठी के सामने की सड़क के दोनों तरफ लगे बेरिकेड आज हटा दिये गए। हालांकि कोठी के सामने एक वज्र वाहन तैनात रहेगा और पुलिस भी तैनात रहेगी। अब इस रास्ते से लोग वाहन लेकर निकल सकते हैं। पहले पैदल ही इस रास्ते से निकला जा सकता था।
सड़क से बेरिकेड हटाने से स्थानीय लोगों में खुशी का माहौल हैं। मंदिर-मस्जिद रोड पर दुकान लगाने वाले लोगों ने बेरिकेड हटाने की बधाई एक दूसरे को दी। उधर, बेरिकेड हटने से निठारी पीड़ित परिजन निराश हैं। उनका कहना है कि बेरिकेड को विरोध के बावजूद हटाया गया।
इससे पहले राष्ट्रीय सहारा ने 9 जून के अंक में ही इस बात का जिक्र किया था कि अगले एक सप्ताह के भीतर खूनी कोठी के सामने की सड़क के दोनों तरफ लगे बेरिकेड हटाये जायेंगे। साथ ही इस बात का भी जिक्र किया था कि बेरिकेड हटाने से पूर्व 15 बुजुर्गों व 15 नवयुवकों की दो समितियां बनाई जायेंगी जो गांव में होने वाली गतिविधियों की सूचना पुलिस देंगी।
पिछले तीन दिनों में पुलिस व प्रशासनिक अधिकारियों की बीच हुई बैठक के बाद निठारी से बेरिकेड हटाने का निर्णय लिया गया।
गौरतलब है कि कोठी के दोनों तरफ पिछले छह माह से लगे बेरिकेड को नहीं हटाने से स्थानीय लोगों में रोष व्याप्त था। इस बात को लेकर 7 जून को हजारों लोग कोठी के सामने प्रदर्शन करने आ रहे थे, लेकिन इस बारे में एलआईयू को जानकारी मिल गई थी। इसके बाद एसपी सिटी परेश पांडे व अन्य पुलिस अधिकारियों ने लोगों से मामले का स्थायी हल निकालने का आश्वासन दिया था।
8 जून की शाम गांव के पूर्व प्रधान, वर्तमान प्रधान और लोगों के साथ एसपी सिटी परेश पांडे ने प्राइमरी स्कूल में एक बैठक कर बेरिकेड हटाने के लिए एसएसपी, सिटी मजिस्ट्रेट व एडीएम से बात करने का आश्वासन दिया था।
यहां किराना की दुकान चलाने वाले धर्मेंद्र शर्मा ने बताया कि पिछले छह माह से रास्ता बंद होने से उनकी बिक्री लगभग 60 प्रतिशत कम हो गई थी। कई दुकानदार तो अपनी दुकाने भी बंद कर चुके हैं, लेकिन अब जब रास्ता खोल दिया गया है तो दुकानदार नये सिरे से व्यापार शुरू करेंगे।

नोएडा। नरपिशाच मोहिंदर सिंह पंधेर को बचाने का आरोप झेल रहे सीबीआई अधिकारी अपना दामन पाक-साफ दिखाने के लिए नोएडा पुलिस की निठारी प्रकरण पर जांच रिपोर्ट का अध्ययन करने में जुट गये हैं। वे पुलिस और जांच एजेंसी के निष्कर्षों में आ रहे अंतर के कारणों को खोजना चाहते हैं। सीबीआई अधिकारियों की नजर उस रिपोर्ट पर विशेष रूप से है, जिसमें थाना सेक्टर 20 पुलिस ने खूनी कोठी के मालिक मोहिंदर सिंह पंधेर और सुरेंद्र कोली पर बच्चों को अगवा करने, बलात्कार करने और हत्या करने का आरोपित बताया था।
नोएडा पुलिस और सीबीआई जांच रिपोर्ट एक दूसरे को गलत ठहराती हैं। निठारी के पीड़ितों और मीडिया ने सीबीआई को मोहिंदर को बचाने के लिए निशाने पर ले रखा है। इसे देखते हुए सीबीआई जांच कर रही है कि किस आधार पर नोएडा पुलिस ने सभी मामलों में नौकर और मालिक को एक बराबर दोषी ठहराया था। सीबीआई के एक अधिकारी ने थाना सेक्टर 20 में तैनात एक पुलिसकर्मी से थानाध्यक्ष रह चुके कमल सिंह यादव, आरएन सिंह यादव, दीपक चतुर्वेदी (वर्तमान में सभी बर्खास्त) और बीपी सिंह यादव (तबादला) की कार्यशैली के बारे में पूछताछ की।
निठारी से सितम्बर 2006 में गायब हुई आरती के मामले में थाना सेक्टर 20 पुलिस की जांच रिपोर्ट के बारे में पता करने के लिए आज सीबीआई की एक टीम नोएडा पहुंची। टीम में शामिल एक अधिकारी ने जांच रिपोर्ट तैयार करने वाले अधिकारियों के बारे में जानकारी ली। उन्होंने पिछले दो सालों में गायब हुई लड़कियों के मामले में दर्ज रिपोर्ट और जांच का ब्योरा लिया। सीबीआई अधिकारियों ने पिछले दो वर्षों में सेक्टर 20 थाने में तैनात रह चुके थानाध्यक्षों और रिपोर्ट लिखने वाले हेडमोहर्रिर के बारे में भी जानकारी ली।
निठारी गांव से 4 जनवरी 2005 को पायल के गायब होने के साथ बच्चों के गायब होने का सिलसिला शुरू हुआ और 25 सितम्बर 2006 को आरती के गायब होने के बाद ही रूका। अब तक की जांच पड़ताल में इस बात की पुष्टि हो चुकी है कि इस दौरान 17 बच्चे खूनी कोठी डी-5 का शिकार हुए। पायल के 7 मई को कोठी से लापता होने के बाद पुलिस ने उसके मोबाइल फोन को सर्विलांस पर लगाया था। 25 दिसम्बर 2006 को सर्विलांस के आधार पर पुलिस ने खूनी कोठी के नरपिशाचों को घेरा, जिस पर निठारी कांड का खुलासा हुआ। पायल के मोबाइल फोन के कॉल डिटेल के आधार पर ही थाना सेक्टर 20 पुलिस ने मोहिंदर सिंह पंधेर और सुरेंद्र कोली को गिरफ्तार किया था। इसके बाद कोठी का शिकार हुए बच्चों की शिनाख्त करायी गई। दोनों आरोपितों और पीड़ित परिजनों से पूछताछ के आधार पर पुलिस ने जांच रिपोर्ट तैयार की थी। पुलिस रिपोर्ट में बताया गया कि कोठी में जब कोई कॉलगर्ल नहीं आती तब मोहिंदर सिंह अपने नौकर से लड़की लाने को कहता। सुरेंद्र कोली निठारी की लड़कियों को बहला फुसलाकर बुला लेता और उन्हें अपने मालिक के हवाले कर देता था। पुलिस जांच रिपोर्ट में इस बात का उल्लेख है कि मोहिंदर सिंह लड़कियों से दुष्कर्म करने के बाद उन्हें सुरेंद्र को सौंप देता था।
वह लड़कियों को कोठी की छत पर ले जाकर उनसे दुष्कर्म का प्रयास करता, असफल रहने पर वह उनकी हत्या कर देता था और शव काटकर फेंक देता था। सभी 17 मामलों में पुलिस की जांच रिपोर्ट में लगभग यही कहानी है।
वहीं इसके उलट गाजियाबाद की सीबीआई अदालत में पेश चार्जशीट में लड़कियों को अगवा कर उनसे दुष्कर्म करने और हत्या करने का आरोप केवल सुरेंद्र कोली पर लगाया गया है और मोहिंदर सिंह को घटनाओं के दौरान नोएडा से बाहर रहने की बात कही गयी है।

India's serial killer case seems to be emerging as a perfect storm of discrimination based on class and weath, police apathy and hostility toward the poor, the wrong two guys teaming up, and perhaps a few other factors. This resulted in a situation in which Moninder Singh Pandher and his servant Surendra Koli could systematically and methodically hunt and kill children and the occasional woman with complete impunity for several years, probably at least a rate of more than one a month. Koli went to work for Pandher in 2004. My esitmate is based only on remains actually found so far; a bunch of the many skulls don't seem to go with the bodies found so far. Pandher is emerging as India's own Gille de Rais.These guys were very well organized. From Newindpress.com:
In his confession before the police, Surendra allegedly said that Mohinder would often call prostitutes to his house. "I would also arrange domestic helps of the locality for my master. And when no one was available, Mohinder would ask me for small girls," he reportedly told the police.
Surendra allegedly said that many small children came to play in the open space near the water tank just behind the bungalow and he would lure them with chocolates and sweets. Surendra said Mohinder would rape these children. First the master, then he, Surendra allegedly told the police.
Then he would strangulate them, chop off the bodies into small pieces, and would dump the skulls and the belongings behind the house, and the rest of the body parts in the drain in front.
Police claimed that Surendra would often immerse the body in a drum of acid to prevent the stench from spreading. Noida SP Saimitra Yadav said: "Surendra had also killed two small boys who happened to be victims of mistaken identity. The two were very young and Surendra could not make out their gender by their appearance. But since they had been taken inside the house, they had to be killed. They were not sexually assaulted though."
This confession was elicited by "truth serum" (Sodium Pentathol). Apparently, the confession also involves claims of cannibalism. Surendra was Pandher's cook.
The Indian media is having a hard time coming to grips with the idea of psychopathy, attempting to reconcile Pandher's former classmates' claims that he seemed like a "wonderful chap" with the notion that he was a peophile and a serial child killer. Biographical details on Pandher are a bit sparse. But there are a few.
One of the most interesting to me is that Delhi's St. Stephen's College, from which Pandher has his college degree (Batch of 1974-77. History (Honours). Third Division) has some significant amnesia about the accused, an amnesia which seems to extend beyond what simple embarassment could explain.
While confirming that he studied at the college, officials at the principal’s office added: “He is a horrendous exception to college’s glorious tradition of grooming gentlemen out of students.”
Even students in the History batch of 1977 that had 45 students do not seem to know him. “I just cannot recall him. I’m sure there is some confusion. I know all my batchmates but cannot recollect this guy,” said Sandeep Dayal, who studied in the same batch and works in a travel agency.
Since the day Dayal read about Singh in the paper, he has been frantically calling up friends from his batch to check if they can recall him. “It was so shocking to read about him so I just called up my batchmates but like me, they too are clueless,” he added.
Singh is also missing from the college’s annual directories that list its alumni for years 1980, 1984, 2004 and 2006.
Professor Mohd Amim, who taught History at the college between 1949 and 1993, said: “It’s up to the students whether they want to list themselves with the college. As of now, there is no trace of him.”
His daddy was rich. Could he somehow have a degree from the college without having attended? Interesting. A guy who has problems in his fifties may have had some issues that interfered with his studies in college. But apparently, he's on record as having a degree.
Pandher inherited the family "transport business, which spreads across Delhi, Noida, Chandigarh, Punjab and Himachal Pradesh."
Yesterday, the police for the first time took the media inside the Noida house where the children were raped and murdered. Journalists who visited the place say that Moninder Singh had a luxurious lifestyle and loved hunting and fine spirits.
Walls of Moninder's living room are decorated with huge photographs showing him with hunting gear and the prey. The house sports a mini-bar stocked with Indian and imported spirits.
Moninder Singh is said to be fond of Goldschlager, a spirit with flakes of gold floating in it. He also had Drambuie, Bardinet Curacao Blue and Gold Napoleon in his collection.
Also, there is an interesting history of deaths in the family:
His mother died when Moninder was eight. His uncle, who he was close to, was murdered in the 80s apparently over a business rivalry.
Hard to know what to make of this.
Both men are married. Pandher has been estranged from his wife Devinder Kaur for some time; they have a son who is a college student in Canada, Karandeep Singh, who is currently staying in India with his mother. Surendra is also married and has a three-year-old daughter.
One does not start up a meticulously orgazined system for child molestation and murder at this rate of "production" from scratch. Apparently, they had special techniques for decomposing bodies involving the use of an insecticide. This is something one works up to over a long period time. What exactly was Pandher doing when he was supposed to be going to collge those many years ago? Did the college make some deal that he would be allowed to attend as long as he didn't actually attend?
The Indian media needs to find out a good bit more about how Mr. Pandher has spent his time. And worse, if he can live like this, other people of his class can, too.
Wikipedia lists a few other Indian serial killers. The entry on Auto Shankar contains the telling passage:
During his trial Auto Shankar blamed cinema for "making a devil of him", but a month before his execution, he revealed to reporters a more sinister force. According to his account, he had kidnapped the girls for powerful state politicians, subsequently disposing of them after his patrons had raped them.
My belief is that Pandher and Koli have lived their lives as violent psychopaths, and that there is much investigation than needs to be done of their earlier lives. The Indian press has serveral stories about events in Pandher's life that might have lead him to this, but life as a psycho killer does not start at 50. Nonetheless, the deterioration of Pandher's marriage and other events may have countoured the course of his disease.

Pandher’s wife had reportedly separated from him two year ago, while his brother had severed all ties with him over a six-year-old property dispute dating back six years. According to information, Davinder Kaur severed ties with Pandher several years ago because of his relationship with another woman, but they patched up - only to separate again, two years back. . . . Expressing shock at the Noida revelations, iqbal said, “Moninder was always a trouble-maker but i never thought he would stoop so low.” iqbal said he didn’t know much about his brother because they had been living separately for the last six years. “i had even got a case registered against him because i feared for the safety of my family,” he said.
From The Psychiatric Times, a discussion of the progression of violence in several American psychopaths:
Social isolation, loneliness and associated emotional pain in psychopaths may precede violent criminal acts . . . . They believe that the whole world is against them, eventually becoming convinced that they deserve special privileges or rights to satisfy their desires. As psychopathic serial killers Jeffrey Dahmer and Dennis Nilson expressed, violent psychopaths ultimately reach a point of no return, where they feel they have cut through the last thin connection with the normal world. Subsequently their sadness and suffering increase, and their crimes become more and more bizarre . . . . Dahmer and Nilsen have stated that they killed simply for company . . . Dahmer tried to make zombies of his victims by injecting acid into their brains after he had numbed them with sleeping pills. He wanted complete control over his victims, but when that failed, he killed them.
But unlike Dahmer, Pandher seems to have had significant social connections which he almost certainly made use of while pursuing his bad habits. This bit, from The Telegraph in Calcutta, suggests where this story might be going:
Moninder Singh Pandher, the alleged mastermind of the horror at Nithari, has scalped an unexpected victim — the Congress party. At a time when Congressmen were busy chalking out strategies to corner CM Mulayam Singh Yadav over police inaction in the disappearance of children, skeletons came tumbling out of the Congress’s own cupboard. The killer has been widely reported to be a relative of a Congress MP from Punjab. The recent discovery of four more bodies of small children from a warehouse owned by Congressman, Jagmeet Singh Brar, in Punjab’s Muktsar has undoubtedly made matters worse. Brar’s supporters, however, claim that this was a dirty trick pulled on him by his long-term opponent, Amarinder Singh . . . .
So is the idea that the political parties have the bodies of young children stacked up somewhere like cordwood to be planted on their opponents when need be? That's quite a strange claim to make about the nature of Indian politics. It will be interesting to see how this unfolds.
Pandher also had some kind of US connections, apparently in Los Angeles, From the Indian Express:
The police now suspect Moninder Singh Pandher, accused in the Noida serial killings case, may be part of an international child pornography racket. They have seized photographs of nude children from his D-5, Noida residence apart from pornographic literature, a laptop computer and a webcam.
The Indian Express has learnt that several photographs showing Moninder in the company of nude children were recovered from his house. SSP R K Singh Rathore, when contacted, said that the Noida police were in possession of these photographs and Moninder would be questioned about these.
Moninder visited Los Angeles, Switzerland, Dubai, Canada and China last October. While some photographs show Moninder watching a dance being performed by nude children, others show him in the company of some foreigners. Police say two of his family members accompanied him on the tour.
The children in the photographs are Indian. “These photographs, if true, could expose Moninder as till now the Noida police are banking on circumstantial evidence to get him convicted,” said Rathore.
One of the many questions that Noida police have requested forensic experts to ask Moninder is why he went abroad four times. Police suspect that Moninder provided pornographic videos made of children to clients abroad. Among the material recovered are photos that link Moninder to paedophilia.

NOIDA: After two days of search for the skeletal remains of missing children near the house of Moninder Singh here, the Central Bureau of Investigation on Sunday questioned the family members of the victims.
Theywere summoned in groups of three on Sunday afternoon and questioned separately by six CBI teams comprising four members each. They were asked to narrate the sequence of events after their children went missing. Photographs of the children and copies of the First Information Reports and complaints were collected from the families.
The relatives, mostly parents of the victims, were also asked about the Noida police's conduct towards their complaints and the police officers who they suspect could have shielded the accused. The villagers alleged that the police were reluctant in registering FIRs. The CBI is also looking into the alleged lapses on the part of the local police. Family members and relatives of the victims held a candle light vigil at Jantar Mantar in Delhi. They accused the Noida police of shoddy investigations and demanded a report from the Uttar Pradesh Government before it was handed over to the CBI. Further, the protesters alleged that the State Government was trying to hide facts.

The reports of five missing children of Nithari have been converted into kidnap reports in Sector 20 police here. The action follows special orders from the director general state police.
The parents had stated that their children had been abducted from around Nithari's Khooni Kothi, D-5, Sector-31, here. A year ago the reports of 17 kidnappings, including 14 children, had been registered.
Paresh Pandey, SP ,city, said Laxmi, wife of Ram Swaroop ,a resident of Nithari ,had filed a report in Sector-20 police station that her 10-year-old son Suraj was missing since last year She fears that her son was abducted near the water tank in Sector-31. Now, the police has converted the report on Suraj's missing into a kidnapping report, the SP said.
Similarly, Sonu, daughter of late C .H Jolly, another resident of Nithari, has filed a report that her 10- year- old sister was abducted from Nithari on May15 ,2005. Nasreen, wife of Yakub ,has also filed a complaint that her 11-year-old son Rahil was kidnapped from Nithari village on April 24,2006. Besides Suresh Babu from house No. 420 ,Sector-29 has also lodged a report with the Sector-20 police that his 10-year-old son Umesh was abducted from Nithari village.
None of these persons have since heard about their children. Murti Devi ,wife of Prem Saini of Chhalera village has also lodged a report that her 14-year-old daughter Neelam was kidnapped from Nithari village in February ,2005 near the water tank.
Missing persons' cases to be converted

The Noida police have started converting all missing persons' cases registered during last three years as abduction cases on specific orders of UP Chief Minister Mayawati.
After converting the cases of five missing Nithari children into kidnapping cases, the cops in other police stations have also started registering or converting all missing persons' cases under section applicable to kidnapping cases.
In recent days, Mayawati had issued orders that all cases of missing persons filed during the last three years in the state be registered afresh as cases of kidnapped persons.
All the complaints suspect Surinder Koli and his master Moninder Singh Pandher of D-5, Sector-31, here,behind the kidnaps.

नोएडा, जागरण टीम : निठारी कंकाल कांड अब मानव अंग तस्करी की तरफ घूमता नजर आ रहा है। सीएफएसएल की टीम ने शनिवार को नोएडा मेडिकल सेंटर (एनएमसी) के मालिक डॉ. नवीन चौधरी के घर से भी नमूने एकत्र किए। खूनी कोठी डी-5 के बगल वाले इस घर का नंबर डी-6 है। उल्लेखनीय है कि यह वही डॉ. चौधरी हैं, जिनका नाम किडनी तस्करी रैकेट में भी उछला था। बरामद कंकालों का लापता बच्चों के फोटो से मिलान करने के लिए पुलिस ने फोटोग्राफिक सुपरइंपोजीशन टेस्ट कराने का फैसला लिया है। डीएनए टेस्ट के लिए जिला अस्पताल में 14 पीडि़त परिजनों के ब्लड सैंपल भरे गए। उधर, मोहिंदर सिंह के बेटे करन ने चंडीगढ़ में मीडिया के समक्ष दावा किया है कि इस प्रकरण में एनएमसी के संचालक सेक्टर-31 स्थित डी-6 कोठी के मालिक डॉ. नवीन चौधरी का भी हाथ हो सकता है। कंकालों के मेडिकल परीक्षण में चौकाने वाले तथ्य फिर सामने आए हैं एवं हाथ, पैर के पंजे व घुटने भी गायब मिले हैं। कांग्रेस अध्यक्ष सोनिया गांधी व सीपीआई (एम) नेता वृंदा करात भी निठारी पहुंचीं। सोनिया गांधी ने जहां उत्तर प्रदेश में कानून एवं व्यवस्था की स्थिति पर सवाल उठाया, वहीं करात ने विस्थापितों व गरीबों के लिए एक राष्ट्रीय नीति बनाने पर जोर दिया।
कंकाल कांड की जांच के लिए आगरा से आई सीएफएसएल की टीम तीसरे दिन भी खूनी कोठी के इर्द-गिर्द जायजा लेती रही। टीम ने नमूने भी एकत्र किए। टीम के सदस्यों ने डी-5 के साथ एनएमसी के मालिक नवीन चौधरी की कोठी संख्या डी-6 की भी सघन तलाशी ली। टीम ने इस दौरान डा. चौधरी के आवास से कुछ सैंपल भी लिए गए जिनका मिलान खूनी कोठी से मिले सैंपल के साथ किया जाएगा।
मुख्य आरोपी के घर के समीप मिले कंकालों की जांच के लिए पुलिस ने जिला चिकित्सालय के सीएमएस को उनका फोटोग्राफिक
सुपरइंपोजिशन टेस्ट कराने के लिए लिखा है। इस टेस्ट में कंप्यूटर की मदद से बरामद कंकाल व फोटो का मिलान संभव होता है। लापता बच्चों के परिजनों का डीएनए टेस्ट कराने के उद्देश्य से जिला अस्पताल में चौदह लोगों के ब्लड सेंपल भी डाक्टरों ने लिए हैं। पुलिस अधिकारी सीबीआई टीम के पहुंचने से पहले ही होमवर्क पूरा कर लेना चाहते हैं। स्वयं निगरानी में मातहतों से केस फाइल पूरी कराने के साथ अधिकारी विशेषज्ञों की मदद भी ले रहें हैं जिससे कोई चूक न रह जाए। कई के चेहरे पर तो अभी भी तनाव साफ देखा जा सकता है। मुख्य आरोपी मोहिंदर की नौकरानी माया से पूछताछ व मामले के महत्वपूर्ण गवाह नंदलाल (मृत पायल का पिता)को पट्टी पढ़ाने का काम भी शुरू है। उधर, निठारी में शनिवार को पहंुची कांग्रेस अध्यक्ष सोनिया ने उत्तर प्रदेश की कानून व्यवस्था पर नाराजगी जाहिर की। सीपीआई (एम) नेता वृंदा करात ने भी निठारी पहुंचकर लोगों का हाल चाल पूछा। गरीब व विस्थापितों के लिए देश में विशेष नीति बनाने की मांग करते हुए उन्होंने निठारी के पी़िड़तों को उचित मुआवजे की मांग की। घटना के विरोध में धरना-प्रदर्शनों का दौर शनिवार को भी जारी रहा। इसके साथ ही बड़े पैमाने पर राजस्थान, बिहार, गुजरात व हरियाणा के शहरों से लापता बच्चों के परिजन निठारी पहुंच रहे हैं। ऐसे लोगों की मदद के लिए सेक्टर 20 थाने में एक गुमशुदा केंद्र बनाया गया है। पुलिस ने शांति व्यवस्था बिगाड़ने के चलते कुछ लोगों को पुलिस ने हिरासत में भी लिया।

नोएडा, संवाददाता : पिछले दिनों प्रदेश की मुख्यमंत्री मायावती के आदेशों के बाद नोएडा पुलिस ने गुमशुदगी के मामलों को अपहरण में दर्ज करना शुरू कर दिया है। निठारी से लापता हुए पांच बच्चों की गुमशुदगी को अपहरण में दर्ज करने के बाद अब पुलिस अन्य थानाक्षेत्रों में लोगों की गुमशुदगी के मामलों को भी अपहरण की धाराओं में दर्ज करने जा रही है।
विदित हो कि 29 दिसंबर 2006 को निठारी कांड के खुलासे के बाद तत्कालीन डीजीपी ने पिछले तीन साल में प्रदेश के सभी जिलों से लापता हुए बच्चों की गुमशुदगी की रिपोर्ट अपहरण में दर्ज करने के आदेश जारी किए थे। इसके बाद नोएडा पुलिस ने निठारी में खूनी कोठी पर आने वाले लापता बच्चों के परिजन की शिकायत पर गुमशुदगी के मामलों की छानबीन शुरू की थी। इसके बाद गत दिनों मुख्यमंत्री मायावती के पिछले तीन साल के दौरान हुए मामलों को दर्ज करने के आदेश दिए। इसी के तहत निठारी में लापता हुए पांच बच्चों की गुमशुदगी को शनिवार को अपहरण में दर्ज कर लिया गया है।
लापता हुए इन बच्चों के परिजनों को आशंका है कि निठारी की खूनी कोठी में इनकी भी हत्या कर दी गई है। इनका कहना है कि जब खूनी कोठी के शिकार हुए अन्य बच्चों की शिनाख्त की जा रही थी, तब उनकी गुहार पुलिस ने नहीं सुनी। इन पांच बच्चों में से चार खूनी कोठी के आसपास ही रहते थे। जबकि छलेरा की रहने वाली चौदह वर्षीय नीलम भी फरवरी 06 में निठारी में अपने रिश्तेदार के घर जाते समय लापता हो गई थी।
इन सभी बच्चों की गुमशुदगी थाना सेक्टर-20 में दर्ज की गई थी। लिहाजा अधिकारियों के निर्देश पर सबसे पहले ऐसे मामलों को अपहरण में दर्ज करने की शुरूआत निठारी से की गई है। एसपी सिटी परेश पांडेय ने बताया कि थाना सेक्टर-24 में भी परिजन इस तरह की शिकायतें पूर्व में कर चुके हैं कि उनके बच्चे निठारी में खूनी कोठी के शिकार हुए हैं। ऐसी शिकायतों की छानबीन कर अपहरण में दर्ज किया जाएगा। उन्होंने कहा कि सभी थानाध्यक्षों को निर्देश दिए गए हैं कि जो मामले गुमशुदगी के दर्ज नहीं हैं, उन्हें भी अपहरण में दर्ज किया जाए। ऐसे मामलों को पिछले तीन साल में की गई शिकायतों को दर्ज करने के मुख्यमंत्री मायावती के आदेश के तहत दर्ज किया जाएगा।

निठारी के नाम विदेशों से बटोरे लाखों

नोएडा। निठारी से देश दुनिया के लोग भले ही भीतर तक हिल गये हों लेकिन एक व्यक्ति ने मानवता का गला घोंटकर उनके दर्द का हवाला देकर विदेशों से लाखों रूपये बटोर लिये। उसने जंतर मंतर के करीब से गुजर रहे संवेदनशील विदेशियों को भी नहीं बख्शा और उनकी जेब ढीली करा ली। इस व्यक्ति ने निठारी पीड़ितों के आंसुओं को भुनाने के लिए बाकायदा संस्था भी बना ली थी। अब इसकी शिकायत राष्ट्रपति समेत दिल्ली पुलिस से की गयी है। नोएडा पुलिस भी अब यह निकृृष्ट हरकत करने वाले शख्स को तलाश रही है।
गत वर्ष 29 दिसम्बर को मासूम बच्चों के साथ हुई हैवानियत का सच उजागर हुआ था। निठारी कांड का सच मीडिया के जरिये विदेशों तक फैला। इसका फायदा उठाने के लिए कुछ लोगों ने एक गहरी साजिश रची और उसे अमलीजामा पहनाने में कामयाब भी रहे। अब जब इस बाबत पीड़ित परिजनों ने राष्ट्रपति से शिकायत की है, तो वे लोग पीड़ित परिजनों को ही ब्लैकमेल कर रहे हैं।
गाजियाबाद के विजयनगर इलाके से पिछले वर्ष गायब हुए बच्चे के पिता मोम्मद मुस्तफा ने राष्ट्रपति को प्रेषित एक ज्ञापन में लिखा है कि निठारी कांड का खुलासा होने के बाद जब वह अपने बच्चों की खोजबीन करते हुए निठारी पहुंचा तो दिल्ली निवासी प्रहलाद अग्रवाल नामक व्यक्ति उसकी सहायता करने लगा था। मुस्तफा ने बताया कि जब नोएडा पुलिस खूनी कोठी में महज निठारी के स्थानीय लोगों के बच्चों के शिकार होने की बात कहकर उन्हें हटा रही थी तब वह व्यक्ति उसकी मदद कर रहा था।
प्रहलाद अग्रवाल ने दूरदराज के क्षेत्रों से अपने बच्चों की तलाश में निठारी पहुंच रहे लोगों को एकजुट किया और फाउंडेशन फॉर कॉमनमैन नामक एक संस्था का गठन किया। इसके बाद संस्था के बैनर तले वह आठ जनवरी से दिल्ली स्थित जंतर-मंतर पर एक पीड़ित परिजन के साथ धरने पर बैठा हुआ था। इसके अलावा उस व्यक्ति ने संस्था के लेटरपैड पर पत्र लिखकर पीड़ित परिजनों को आर्थिक पहुंचाने के लिए कई विदेशी संस्थाओं से मदद मांगी। उसने जंतर-मंतर के आसपास से गुजरने वाले विदेशियों से भी मदद मांगी।
निठारी से ही लापता हुए एक बच्चे के पिता सुरेश ने बताया कि निठारी के नाम पर विदेशी संस्थाओं और विदेशियों ने प्रहलाद अग्रवाल को हजारों डॉलर की आर्थिक सहायता दी, जिसे वह अपने कुछ सहयोगियों के साथ मिलकर हड़प कर गया और अब उन्हें ब्लैकमेल कर रहा है। सुरेश ने बताया कि इस बारे में वह दिल्ली पुलिस से शिकायत कर चुका है। नोएडा के एसपी सिटी विजय यादव ने इस बाबत दिल्ली से सूचना मिलने की पुष्टि की है।

29 दिसंबर 06 को नरकंकाल प्रकरण उजागर होने पर ग्रामीणों का आक्रोश भड़क उठा था। इस पर खूनी कोठी की सुरक्षा के लिए पुलिस ने उस समय रास्ते को चारों आ॓र से बेरिकेड कर बंद कर दिया। इस पर ग्रामीणों ने हंगामा किया। बाद में माहौल में थोड़ा सुधार होने पर बेरिकेड हटा लिया गया था। इसके बाद अचानक पीड़ितों का गुस्सा भड़कने पर वहां पर स्थाई तौर पर बेरिकेड लगाकर आम लोगों के लिए रास्ता बंद कर दिया गया। इससे जहां डी-5 के लोग कैद होकर रह गये हैं, वहीं आसपास के लोग परेशान हैं। उन्हें अपने घर जाने के लिए सेक्टर-31 का चक्कर लगाकर जाना पड़ता है।

खुल गया निठारी का रास्ता

नोएडा। पिछले छह माह से निठारी की खूनी कोठी के सामने की सड़क के दोनों तरफ लगे बेरिकेड आज हटा दिये गए। हालांकि कोठी के सामने एक वज्र वाहन तैनात रहेगा और पुलिस भी तैनात रहेगी। अब इस रास्ते से लोग वाहन लेकर निकल सकते हैं। पहले पैदल ही इस रास्ते से निकला जा सकता था।
सड़क से बेरिकेड हटाने से स्थानीय लोगों में खुशी का माहौल हैं। मंदिर-मस्जिद रोड पर दुकान लगाने वाले लोगों ने बेरिकेड हटाने की बधाई एक दूसरे को दी। उधर, बेरिकेड हटने से निठारी पीड़ित परिजन निराश हैं। उनका कहना है कि बेरिकेड को विरोध के बावजूद हटाया गया।
इससे पहले राष्ट्रीय सहारा ने 9 जून के अंक में ही इस बात का जिक्र किया था कि अगले एक सप्ताह के भीतर खूनी कोठी के सामने की सड़क के दोनों तरफ लगे बेरिकेड हटाये जायेंगे। साथ ही इस बात का भी जिक्र किया था कि बेरिकेड हटाने से पूर्व 15 बुजुर्गों व 15 नवयुवकों की दो समितियां बनाई जायेंगी जो गांव में होने वाली गतिविधियों की सूचना पुलिस देंगी।
पिछले तीन दिनों में पुलिस व प्रशासनिक अधिकारियों की बीच हुई बैठक के बाद निठारी से बेरिकेड हटाने का निर्णय लिया गया।
गौरतलब है कि कोठी के दोनों तरफ पिछले छह माह से लगे बेरिकेड को नहीं हटाने से स्थानीय लोगों में रोष व्याप्त था। इस बात को लेकर 7 जून को हजारों लोग कोठी के सामने प्रदर्शन करने आ रहे थे, लेकिन इस बारे में एलआईयू को जानकारी मिल गई थी। इसके बाद एसपी सिटी परेश पांडे व अन्य पुलिस अधिकारियों ने लोगों से मामले का स्थायी हल निकालने का आश्वासन दिया था।
8 जून की शाम गांव के पूर्व प्रधान, वर्तमान प्रधान और लोगों के साथ एसपी सिटी परेश पांडे ने प्राइमरी स्कूल में एक बैठक कर बेरिकेड हटाने के लिए एसएसपी, सिटी मजिस्ट्रेट व एडीएम से बात करने का आश्वासन दिया था।
यहां किराना की दुकान चलाने वाले धर्मेंद्र शर्मा ने बताया कि पिछले छह माह से रास्ता बंद होने से उनकी बिक्री लगभग 60 प्रतिशत कम हो गई थी। कई दुकानदार तो अपनी दुकाने भी बंद कर चुके हैं, लेकिन अब जब रास्ता खोल दिया गया है तो दुकानदार नये सिरे से व्यापार शुरू करेंगे।

कहां चूके, सीबीआई जुटी पड़ताल में

नोएडा। नरपिशाच मोहिंदर सिंह पंधेर को बचाने का आरोप झेल रहे सीबीआई अधिकारी अपना दामन पाक-साफ दिखाने के लिए नोएडा पुलिस की निठारी प्रकरण पर जांच रिपोर्ट का अध्ययन करने में जुट गये हैं। वे पुलिस और जांच एजेंसी के निष्कर्षों में आ रहे अंतर के कारणों को खोजना चाहते हैं। सीबीआई अधिकारियों की नजर उस रिपोर्ट पर विशेष रूप से है, जिसमें थाना सेक्टर 20 पुलिस ने खूनी कोठी के मालिक मोहिंदर सिंह पंधेर और सुरेंद्र कोली पर बच्चों को अगवा करने, बलात्कार करने और हत्या करने का आरोपित बताया था।
नोएडा पुलिस और सीबीआई जांच रिपोर्ट एक दूसरे को गलत ठहराती हैं। निठारी के पीड़ितों और मीडिया ने सीबीआई को मोहिंदर को बचाने के लिए निशाने पर ले रखा है। इसे देखते हुए सीबीआई जांच कर रही है कि किस आधार पर नोएडा पुलिस ने सभी मामलों में नौकर और मालिक को एक बराबर दोषी ठहराया था। सीबीआई के एक अधिकारी ने थाना सेक्टर 20 में तैनात एक पुलिसकर्मी से थानाध्यक्ष रह चुके कमल सिंह यादव, आरएन सिंह यादव, दीपक चतुर्वेदी (वर्तमान में सभी बर्खास्त) और बीपी सिंह यादव (तबादला) की कार्यशैली के बारे में पूछताछ की।
निठारी से सितम्बर 2006 में गायब हुई आरती के मामले में थाना सेक्टर 20 पुलिस की जांच रिपोर्ट के बारे में पता करने के लिए आज सीबीआई की एक टीम नोएडा पहुंची। टीम में शामिल एक अधिकारी ने जांच रिपोर्ट तैयार करने वाले अधिकारियों के बारे में जानकारी ली। उन्होंने पिछले दो सालों में गायब हुई लड़कियों के मामले में दर्ज रिपोर्ट और जांच का ब्योरा लिया। सीबीआई अधिकारियों ने पिछले दो वर्षों में सेक्टर 20 थाने में तैनात रह चुके थानाध्यक्षों और रिपोर्ट लिखने वाले हेडमोहर्रिर के बारे में भी जानकारी ली।
निठारी गांव से 4 जनवरी 2005 को पायल के गायब होने के साथ बच्चों के गायब होने का सिलसिला शुरू हुआ और 25 सितम्बर 2006 को आरती के गायब होने के बाद ही रूका। अब तक की जांच पड़ताल में इस बात की पुष्टि हो चुकी है कि इस दौरान 17 बच्चे खूनी कोठी डी-5 का शिकार हुए। पायल के 7 मई को कोठी से लापता होने के बाद पुलिस ने उसके मोबाइल फोन को सर्विलांस पर लगाया था। 25 दिसम्बर 2006 को सर्विलांस के आधार पर पुलिस ने खूनी कोठी के नरपिशाचों को घेरा, जिस पर निठारी कांड का खुलासा हुआ। पायल के मोबाइल फोन के कॉल डिटेल के आधार पर ही थाना सेक्टर 20 पुलिस ने मोहिंदर सिंह पंधेर और सुरेंद्र कोली को गिरफ्तार किया था। इसके बाद कोठी का शिकार हुए बच्चों की शिनाख्त करायी गई। दोनों आरोपितों और पीड़ित परिजनों से पूछताछ के आधार पर पुलिस ने जांच रिपोर्ट तैयार की थी। पुलिस रिपोर्ट में बताया गया कि कोठी में जब कोई कॉलगर्ल नहीं आती तब मोहिंदर सिंह अपने नौकर से लड़की लाने को कहता। सुरेंद्र कोली निठारी की लड़कियों को बहला फुसलाकर बुला लेता और उन्हें अपने मालिक के हवाले कर देता था। पुलिस जांच रिपोर्ट में इस बात का उल्लेख है कि मोहिंदर सिंह लड़कियों से दुष्कर्म करने के बाद उन्हें सुरेंद्र को सौंप देता था।
वह लड़कियों को कोठी की छत पर ले जाकर उनसे दुष्कर्म का प्रयास करता, असफल रहने पर वह उनकी हत्या कर देता था और शव काटकर फेंक देता था। सभी 17 मामलों में पुलिस की जांच रिपोर्ट में लगभग यही कहानी है।
वहीं इसके उलट गाजियाबाद की सीबीआई अदालत में पेश चार्जशीट में लड़कियों को अगवा कर उनसे दुष्कर्म करने और हत्या करने का आरोप केवल सुरेंद्र कोली पर लगाया गया है और मोहिंदर सिंह को घटनाओं के दौरान नोएडा से बाहर रहने की बात कही गयी है।

This resulted in a situation in which Moninder Singh Pandher and his servant Surendra Koli could systematically and methodically hunt and kill children and the occasional woman with complete impunity for several years, probably at least a rate of more than one a month. Koli went to work for Pandher in 2004. My esitmate is based only on remains actually found so far; a bunch of the many skulls don't seem to go with the bodies found so far. In his confession before the police, Surendra allegedly said that Mohinder would often call prostitutes to his house. "I would also arrange domestic helps of the locality for my master. And when no one was available, Mohinder would ask me for small girls," he reportedly told the police.
Surendra allegedly said that many small children came to play in the open space near the water tank just behind the bungalow and he would lure them with chocolates and sweets. Surendra said Mohinder would rape these children. First the master, then he, Surendra allegedly told the police.
Then he would strangulate them, chop off the bodies into small pieces, and would dump the skulls and the belongings behind the house, and the rest of the body parts in the drain in front.
Police claimed that Surendra would often immerse the body in a drum of acid to prevent the stench from spreading. Noida SP Saimitra Yadav said: "Surendra had also killed two small boys who happened to be victims of mistaken identity. The two were very young and Surendra could not make out their gender by their appearance. But since they had been taken inside the house, they had to be killed. They were not sexually assaulted though."
This confession was elicited by "truth serum" (Sodium Pentathol). Apparently, the confession also involves claims of cannibalism. Surendra was Pandher's cook.
The Indian media is having a hard time coming to grips with the idea of psychopathy, attempting to reconcile Pandher's former classmates' claims that he seemed like a "wonderful chap" with the notion that he was a peophile and a serial child killer. Biographical details on Pandher are a bit sparse. But there are a few.
One of the most interesting to me is that Delhi's St. Stephen's College, from which Pandher has his college degree (Batch of 1974-77. History (Honours). Third Division) has some significant amnesia about the accused, an amnesia which seems to extend beyond what simple embarassment could explain.
While confirming that he studied at the college, officials at the principal’s office added: “He is a horrendous exception to college’s glorious tradition of grooming gentlemen out of students.”
Even students in the History batch of 1977 that had 45 students do not seem to know him. “I just cannot recall him. I’m sure there is some confusion. I know all my batchmates but cannot recollect this guy,” said Sandeep Dayal, who studied in the same batch and works in a travel agency.
Since the day Dayal read about Singh in the paper, he has been frantically calling up friends from his batch to check if they can recall him. “It was so shocking to read about him so I just called up my batchmates but like me, they too are clueless,” he added.
Singh is also missing from the college’s annual directories that list its alumni for years 1980, 1984, 2004 and 2006.
Professor Mohd Amim, who taught History at the college between 1949 and 1993, said: “It’s up to the students whether they want to list themselves with the college. As of now, there is no trace of him.”
His daddy was rich. Could he somehow have a degree from the college without having attended? Interesting. A guy who has problems in his fifties may have had some issues that interfered with his studies in college. But apparently, he's on record as having a degree.
Pandher inherited the family "transport business, which spreads across Delhi, Noida, Chandigarh, Punjab and Himachal Pradesh."
Yesterday, the police for the first time took the media inside the Noida house where the children were raped and murdered. Journalists who visited the place say that Moninder Singh had a luxurious lifestyle and loved hunting and fine spirits.
Walls of Moninder's living room are decorated with huge photographs showing him with hunting gear and the prey. The house sports a mini-bar stocked with Indian and imported spirits.
Moninder Singh is said to be fond of Goldschlager, a spirit with flakes of gold floating in it. He also had Drambuie, Bardinet Curacao Blue and Gold Napoleon in his collection.
Also, there is an interesting history of deaths in the family:
His mother died when Moninder was eight. His uncle, who he was close to, was murdered in the 80s apparently over a business rivalry.
Hard to know what to make of this.
Both men are married. Pandher has been estranged from his wife Devinder Kaur for some time; they have a son who is a college student in Canada, Karandeep Singh, who is currently staying in India with his mother. Surendra is also married and has a three-year-old daughter.
One does not start up a meticulously orgazined system for child molestation and murder at this rate of "production" from scratch. Apparently, they had special techniques for decomposing bodies involving the use of an insecticide. This is something one works up to over a long period time. What exactly was Pandher doing when he was supposed to be going to collge those many years ago? Did the college make some deal that he would be allowed to attend as long as he didn't actually attend?
The Indian media needs to find out a good bit more about how Mr. Pandher has spent his time. And worse, if he can live like this, other people of his class can, too.
Wikipedia lists a few other Indian serial killers. The entry on Auto Shankar contains the telling passage:
During his trial Auto Shankar blamed cinema for "making a devil of him", but a month before his execution, he revealed to reporters a more sinister force. According to his account, he had kidnapped the girls for powerful state politicians, subsequently disposing of them after his patrons had raped them.
My belief is that Pandher and Koli have lived their lives as violent psychopaths, and that there is much investigation than needs to be done of their earlier lives. The Indian press has serveral stories about events in Pandher's life that might have lead him to this, but life as a psycho killer does not start at 50. Nonetheless, the deterioration of Pandher's marriage and other events may have countoured the course of his disease.

Moninder Singh Pandher, the accused in Noida human remains case, had strained relations not only with his wife Davinder Kaur but also with his brother iqbal Singh. Pandher’s wife had reportedly separated from him two year ago, while his brother had severed all ties with him over a six-year-old property dispute dating back six years. According to information, Davinder Kaur severed ties with Pandher several years ago because of his relationship with another woman, but they patched up - only to separate again, two years back. . . . Expressing shock at the Noida revelations, iqbal said, “Moninder was always a trouble-maker but i never thought he would stoop so low.” iqbal said he didn’t know much about his brother because they had been living separately for the last six years. “i had even got a case registered against him because i feared for the safety of my family,” he said.

Social isolation, loneliness and associated emotional pain in psychopaths may precede violent criminal acts . . . . They believe that the whole world is against them, eventually becoming convinced that they deserve special privileges or rights to satisfy their desires. As psychopathic serial killers Jeffrey Dahmer and Dennis Nilson expressed, violent psychopaths ultimately reach a point of no return, where they feel they have cut through the last thin connection with the normal world. Subsequently their sadness and suffering increase, and their crimes become more and more bizarre . . . . Dahmer and Nilsen have stated that they killed simply for company . . . Dahmer tried to make zombies of his victims by injecting acid into their brains after he had numbed them with sleeping pills. He wanted complete control over his victims, but when that failed, he killed them.
But unlike Dahmer, Pandher seems to have had significant social connections which he almost certainly made use of while pursuing his bad habits. This bit, from The Telegraph in Calcutta, suggests where this story might be going:
Moninder Singh Pandher, the alleged mastermind of the horror at Nithari, has scalped an unexpected victim — the Congress party. At a time when Congressmen were busy chalking out strategies to corner CM Mulayam Singh Yadav over police inaction in the disappearance of children, skeletons came tumbling out of the Congress’s own cupboard. The killer has been widely reported to be a relative of a Congress MP from Punjab. The recent discovery of four more bodies of small children from a warehouse owned by Congressman, Jagmeet Singh Brar, in Punjab’s Muktsar has undoubtedly made matters worse. Brar’s supporters, however, claim that this was a dirty trick pulled on him by his long-term opponent, Amarinder Singh . . . .
So is the idea that the political parties have the bodies of young children stacked up somewhere like cordwood to be planted on their opponents when need be? That's quite a strange claim to make about the nature of Indian politics. It will be interesting to see how this unfolds.
Pandher also had some kind of US connections, apparently in Los Angeles, From the Indian Express:
The police now suspect Moninder Singh Pandher, accused in the Noida serial killings case, may be part of an international child pornography racket. They have seized photographs of nude children from his D-5, Noida residence apart from pornographic literature, a laptop computer and a webcam.
The Indian Express has learnt that several photographs showing Moninder in the company of nude children were recovered from his house. SSP R K Singh Rathore, when contacted, said that the Noida police were in possession of these photographs and Moninder would be questioned about these.
Moninder visited Los Angeles, Switzerland, Dubai, Canada and China last October. While some photographs show Moninder watching a dance being performed by nude children, others show him in the company of some foreigners. Police say two of his family members accompanied him on the tour.
The children in the photographs are Indian. “These photographs, if true, could expose Moninder as till now the Noida police are banking on circumstantial evidence to get him convicted,” said Rathore.
One of the many questions that Noida police have requested forensic experts to ask Moninder is why he went abroad four times. Police suspect that Moninder provided pornographic videos made of children to clients abroad. Among the material recovered are photos that link Moninder to paedophilia.

NOIDA: After two days of search for the skeletal remains of missing children near the house of Moninder Singh here, the Central Bureau of Investigation on Sunday questioned the family members of the victims.
Theywere summoned in groups of three on Sunday afternoon and questioned separately by six CBI teams comprising four members each. They were asked to narrate the sequence of events after their children went missing. Photographs of the children and copies of the First Information Reports and complaints were collected from the families.
The relatives, mostly parents of the victims, were also asked about the Noida police's conduct towards their complaints and the police officers who they suspect could have shielded the accused. The villagers alleged that the police were reluctant in registering FIRs. The CBI is also looking into the alleged lapses on the part of the local police. Family members and relatives of the victims held a candle light vigil at Jantar Mantar in Delhi. They accused the Noida police of shoddy investigations and demanded a report from the Uttar Pradesh Government before it was handed over to the CBI. Further, the protesters alleged that the State Government was trying to hide facts.

Noida (UP): A week after the Noida police dug out skeletons of Nithari’s kidnapped children experts look at some serious loopholes in the case that leave them aghast.
The police began by digging out the skulls using primitive equipments. Experts feel that this has resulted in destroying crucial evidence that could have helped the case. DNA testing looks difficult since most bones and remains have been damaged in the digging.
"In a tropical country like India, where the bones gets degenerated fast, the chances of establishing a DNA profile become tough. Since the bones have been broken and damaged completely, it may become impossible to conduct DNA test of some of the remains," forensic expert Dr J Gowri Shankar says.
Take a look at some of the loopholes in the entire scene:
*Prime accused Satish alias Surinder was termed mentally unstable by the police without conducting any medical tests.
*No medical tests were done to prove sexual assault. In fact there were no full-fledged bodies, only skeletal remains and body pieces that were recovered from the drain.
Yet police declared the victims were sexually assaulted and then killed. The confession made by the accused was believed and even propagated as the motive without any supporting evidence.
*Crime scene was neither sealed nor guarded. No measures were taken to preserve the evidence. Two days after the arrests, parents were led inside the house. One of the parents even claimed that he had seen blood stained clothes and bedsheets inside the house. How is it possible the weapons of offence were still inside the crime scene three days after the arrest of the accused?
"The prime concern should have been to preserve the evidence by keeping the crime scene intact. Only scientific expert should have been allowed inside the house to lift fingerprints, foot prints or some weapon of offense," Former DGP of Uttar Pradesh Prakash Singh said.
"Whatever little that I know about the incident and the findings, I don’t think even slightest professional approach while dealing with the case," he added.
Looking back at the chronology of events, it was on January 1 2005 that a child went missing from Nithari village. Parents complained, but no FIR was registered. In the next two years, 37 more children went missing one after the other. Noida police failed to notice a pattern until it finally stumbled upon a mass grave in house number D-5 of Sector 31, Noida.
Nithari residents are aggrieved not only by the accused but also by the lax approach of the police—a belated investigation has given them some hope, but experts say loopholes in the police story might let the killers of Nithari walk free.
